Closed Plastic Circle – from Pilots into Practice
The project Closed Plastic Circle – from Pilots into Practice was a project that the City of Espoo led in 2022–2024. It aimed at developing the market for recycled plastics. The joint group project of the City of Espoo, LAB University of Applied Sciences, Metropolia University of Applied Sciences, VTT, HSY, Muovipoli, Muoviyhdistys and Salpakierto carried out several experiments, reports, studies and communication measures to promote better circulation of plastics. The City of Espoo inherited the Closed Plastic Circle mission from the foundation Smart & Clean Helsinki Metropolitan Area.

Long-term impact of the project
Based on the impact assessment carried out at the end of the project, the results of the project will become evident in the near future as an increase in the market for recycled plastic through, for example, public procurement, as well as an increase in plastic data. Information on the properties of various plastic waste fractions and products manufactured from them, as well as treatment and use possibilities, all increased, and the project found good and effective ways to recycle plastics through measures such as practical pilots. The developed knowledge base creates a national view of the role of plastics in the future and also helps the development of circular economy monitoring in the coming years.
The longer-term effects of the project were identified as an increase in the recycling rate of plastics, an increase in the plastics knowledge base and the spreading of plastics awareness to a wider audience. The project also promoted the utilisation of the higher added value of plastic waste. The results will increase the demand for recycled plastic products and strengthen the market for recycled plastic. More than one-third of the respondents also saw an increase in R&D investment in the plastics sector thanks to the project.

Where do we go from here?
Several project pilots and results continue to grow in partner organisations. The City of Espoo’s work on the circular economy of plastics continues, for example, in the development project of the Kiviruukki area. A concentration of the circular economy is being developed in Kiviruukki. It will be a growth platform for the circular economy of textiles and plastics as well as the innovations, business and expertise of a sustainable food system.
