The city of Espoo is committed to making their website espoo.fi accessible in accordance with the Act on the provision of digital services 306/2019. This accessibility statement applies to the website espoo.fi.

Non-compliance with the Act on the provision of digital services 306/2019

  • Distinctive links: The website has links presented in bold only, which is not enough because some plain text is also highlighted in bold. (WCAG 1.4.1, 3.2.4)
  • Contrasts:  Some elements, such as the search button on the front page, Kulttuuri Espoo logo on the dark mode, and the inactive items in the language menu have insufficient contrasts. (WCAG 1.4.3, 1.4.11)
  • Text alternatives: The website contains some decorative images, which should have empty text alternatives. Some images do not have text alternatives at all. (WCAG 1.1.1)
  • Text in images: There are images that contain text. The images have short text alternatives, which do not contain all the information found in the image. (WCAG 1.1.1, 1.4.5)
  • Headings: Some programmatic headings are missing, some programmatic heading structures do not reflect the visual hierarchy, some headings are not marked up programmatically as headings, some heading elements are empty, and some content text is marked up programmatically as headings. (WCAG 1.3.1)
  • Tables: A table does not contain header cells. ( WCAG 1.3.1)
  • Conformity of the programmatic and visual presentation: Many visual lists are not marked programmatically as lists. The website contains tags which are not marked programmatically. The phone numbers in contact information are not marked as phone numbers. (WCAG 1.3.1)
  • Language definition: Some text content has incorrect language definitions. (WCAG 3.1.2)
  • Quality of the HTML code: There are some issues in the code. (WCAG 4.1.1)
  • Focus order: On the search results page, the focus order does not always follow a logical order with a specific browser and screen reader combination. On the embedded map, the focus order is difficult to understand. (WCAG 2.4.3)
  • Link purpose:  The purpose of a link is not always clear from the link text or the surrounding paragraph. Some of the links marked as external are actually internal links. (WCAG 2.4.4)
  • Link information: Links that open an attachment do not always specify the file format and/or the size. The link texts are not always clear or consistent. (WCAG 2.4.4)
  • Content that starts automatically: The website has animated content that starts automatically and cannot be paused, stopped or hidden. On some pages, the music starts automatically and cannot be stopped without closing the window. (WCAG 1.4.2, 2.2.2)
  • Modal dialogs: The website has various modal dialogs. The modal dialogs do not get automatic keyboard focus when opened. (WCAG 2.4.3) The screen reader does not receive information about the dialog opening in the map, and in some cases the dialog does not get keyboard focus. (WCAG 1.3.1, 4.1.3)
  • Embedded immersive reader: Not all elements can be accessed by the screen reader, the reading order of the mobile menu does not follow a logical order, selected tab of the mobile menu is not marked programmatically, the sound settings have a keyboard trap, and the sound of the video and the reader are heard at the same time. (WCAG 2.1.1, 1.3.1, 2.4.3, 2.1.2)
  • Chatbot: The buttons have text alternatives in English, the screen reader cannot access some elements, and the screen reader does not receive information about the answers. (WCAG 1.1.1, 1.3.1, 4.1.2, 4.1.3)
  • Visible focus: When navigating in the Chatbot, the focus is not visible in some elements. (WCAG 2.4.7)
  • Mobile use: A screen reader user cannot open map items on mobile devices. The items on the map overlap each other. (WCAG 4.1.2, 1.4.10)

The content is not within the scope of the applicable legislation

  • Many videos feature only music as sound, and visually presented information is not available in any other format. The contrasts of the subtitles in some videos are insufficient. (WCAG 1.2.1, 1.2.2, 1.4.3)
