Operator under health protection control – please remember to submit a notification on the discontinuation of your operations
In the future, the basic control charge, which was instituted in 2022, will be charged from all health protection control targets that are active in the target information system on 1 January 2023 and are liable to pay the charge based on legislation. The basic charge is EUR 150. In addition to the basic charge, fees according to the Environmental Health Services tariff will be charged for control activities.
It is the operator’s responsibility to submit a written notification on the discontinuation of its operations to the municipal health protection authority. In order to avoid the basic charge for 2023, a notification on operations that have concluded in 2022 must be submitted no later than 31 December 2022.
It is also important for operators to provide timely notifications of starting operations and any substantial changes thereto.
The basic charge is a tax-like payment instituted in 2022, which is collected annually from operators under municipal health protection control. Provisions on the basic monitoring charge are laid down in the Health Protection Act amendment approved on 16 December 2021. The basic charge covers monitoring activities for which there is no task-specific charge. These include, for example, guidance and counselling.
As a general rule, the basic monitoring charge is collected from operators that must submit notifications on their operations to the municipal health protection authority. Operations and facilities subject to the basic charge include the following:
- premises intended for accommodation,
- public gyms, sports facilities, saunas, spas, indoor swimming pools, outdoor swimming pools and beaches,
- day care centres, venues where group activities for children and young people are organised, educational institutes organising pre-primary or basic education, vocational education, upper secondary education, basic education in arts or liberal adult education, or premises on which related teaching is arranged,
- social welfare operating units that provide continuous care.

An operator can appeal the basic charge if it has been unduly collected or if the basic charge has not been imposed without the party liable to pay it having affected this outcome.
