Changes in social and health services client fees and annual payment ceiling in 2022

Changes have been made to the client fees for social and health services as of 1 January 2022. The changes in client fees are based on the amendment to legislation concerning the annual payment ceiling and the Government decree on the amendment to the Decree on Client Charges (index adjustments), both of which took effect on 1 January 2022.

Annual payment ceiling

There is a payment ceiling for municipal health care client fees per calendar year. After reaching the payment ceiling, the client will, as a rule, receive services included in the payment ceiling free of charge. Each client is responsible for monitoring when they reach and exceed the payment ceiling.

From the beginning of 2022, the annual payment ceiling is EUR 692. As a result of the amendment to the Act on Client Charges that took effect on 1 January 2022, more services are now included in the payment ceiling. For example, fees for oral health care, temporary home nursing and hospital-at-home services, fees paid from social assistance and fees for remote services are now included in the payment ceiling.

Other changes

The amounts of social and health services client fees are adjusted every two years in accordance with the National Pensions Index and the earnings-related pension index. Due to the index change, the minimum amount at the disposal of clients in sheltered housing with 24-hour assistance increased to EUR 167 per month as of 1 January 2022. The income limits related to the client fees for regular home care, regular domestic services for families and ordinary sheltered housing have also increased. The fees for these services have decreased slightly.

In addition, index increases in certain client fees have been proposed as of 1 February 2022. These fees include fees for oral health care and medical certificates. In relation to health services, it has been proposed that client fees for remote appointments with a doctor and a physiotherapist be introduced and, in relation to disability services, changes in the rent-like housing fee and upkeep fees have been proposed as of 1 February 2022. The City Board will discuss these changes in client fees at its meeting on 10 January 2022.
