Espoo to sell Villa Rulludd – a unique seaside location for business near Finnoo

The City of Espoo is looking for a buyer for Villa Rulludd, located in Kaitaa along a waterfront walkway. The villa’s location in a seaside environment at the tip of Rullaniemi, next to the developing area of Finnoo, offers unique opportunities for business.

Espoo is looking for a buyer for the villa and its outbuildings, whose business idea would suit this culturally and historically valuable site. In addition to the main building, the deal includes the villa guard’s house and the outbuilding. All buildings are protected.

The buildings are not sold for residential use. The area is designated as a beach in the detailed plan, and the buildings may be used as facilities for leisure activities.

The sales contract contains a renovation obligation, and the city will lease the plot to the buyer. It is not possible to buy the plot.

The floor area of the villa is 515 square metres, and the leased area is approximately 8,200 square metres.

Best-qualified projects will be invited to submit a purchase offer

The application process is organised in two rounds. The city will invite the projects that it considers to be the best and most feasible based on the applications to participate in the second round. 

The projects selected for the second round will be interviewed. The city will request a purchase offer from the projects that it determines to be the best based on the applications and interviews. The project that has made the highest purchase offer will be proposed as the buyer and the recipient of the land lease agreement. The decision on the sale of the buildings and the land lease agreement is made by the City Board’s Business and Competitiveness Subcommittee.

The application period begins on 7 October and ends on 21 December 2026. More information on Villa Rulludd and how to participate in the process is available on the City of Espoo’s website. The call is open to both individual operators and consortia of operators.

Originally a summer residence

Villa Rulludd was built in several stages between 1873 and 1908. 

The villa was built by Alfred Kihlman, a member of Parliament, businessman, clergyman and educator, as a summer residence in 1873. His son Lorenzo Kihlman had his own villa built next to it 20 years later. The two villas were adjoined into a single property in 1908.

Villa Rulludd served as the Kihlman family’s summer residence until 1980, when its ownership was transferred to the City of Espoo.

According to the building register, the house of the villa guard was completed in 1890, but it may be even older. The outbuilding next to the villa guard’s house was also completed in 1890, according to the building register.
