Espoo and Senate Properties seek developer for high-quality office premises in southern Otaniemi
The City of Espoo and Senate Properties are seeking a developer for an area in southern Otaniemi to advance the detailed plan amendment and to develop workplace construction in the area.
The aim is to amend the detailed plan to enable the construction of high-quality office premises in the area. In addition, the project could include service and commercial premises.
The sought-after permitted building volume is roughly 10,000–15,000 gross m². The aim is for the planned project to be implemented all at once.
The approximately 6,400 m2 area is located in the vicinity of Kuusisaarentie, Miestentie and Otaniementie. The area is close to Keilaniemi, right by the sea. There is a light rail stop next to the site.
High-quality solutions and architecture are required
The buildings should fit in with the culturally and historically valuable Otaniemi area, both visually and functionally. The solutions and architecture should be of high quality. The buildings should vary in height, with a maximum of about 10 storeys. The tallest buildings should be located at the corner of Kuusisaarentie and Otaniementie.
The building façades should mainly be of red brick, in keeping with the character of Otaniemi. Particular attention should be paid to creating an appealing streetscape and a pleasant pedestrian environment.
In the current detailed plan, the area is designated as a street and traffic area with no buildings. Miestentie will be realigned so that its current junction with Otaniementie is replaced by a new junction with Kuusisaarentie. Access to the future site will be provided from Otaniementie.
Applicants required to have experience with complex projects
The applicant or consortium of several applicants must have experience in implementing demanding, complex projects. As the landowners of the area, the City of Espoo and Senate Properties will jointly assess the proposals submitted by the applicants.
The recipient of the planning reservation will be selected through a two-phase procedure. Projects will be selected for the second phase based on how well their preliminary proposals meet the objectives set for the project. The recipient of the planning reservation will be selected based on an overall assessment of the interviews conducted during the second phase and the applications. The decision on the planning reservation will be made by the Business and Competitiveness Subcommittee of the Espoo City Board. Following the city’s decision on the planning reservation, a planning reservation agreement will be signed between the recipient of the reservation and Senate Properties.
The application period starts on 9 October 2026 and ends on 15 January 2027. The aim is to submit a proposal on the planning reservation to the Business and Competitiveness Subcommittee in spring 2027.
