The Land Use and Building Act will be reformed on 1 January 2025, resulting in changes to permit applications processed by the City Planning Department
The Land Use and Building Act will be updated at the turn of the year. Espoo’s City Planning Department will update its electronic service platform at the same time. Applications submitted before the end of the year will be processed in accordance with the current Land Use and Building Act. Applications submitted in 2025 will be processed under the new Building Act.
The current Land Use and Building Act will undergo reform at the turn of the year. The parts of the act regulating land use will be renamed the Land Use Act as of 1 January 2025. The section of the Land Use and Building Act concerning construction will be repealed and replaced by the Building Act as of 1 January 2025. The legislative changes will affect the permit application process at the City Planning Department.
City Planning Department permits will be applied for via the city’s electronic service platform. The permit system will be updated at the turn of the year due to the legislative changes. During the update period, from 16 December 2024 to 12 January 2025, applications for City Planning Department permits can be submitted using forms available on the City Planning Department’s website.
Applications submitted from 1 January 2025 onwards will be processed under the new Building Act. These include location permits for placement of buildings outside detailed plan areas (as of 1 January 2025) and exemption permits (as of 1 January 2025).
The procedure for the permit for landscape work will remain largely unchanged. The primary changes will concern notification of permit decisions and appeals. Permits for landscape work (e.g. logging or projects altering landscapes other than at building sites) can also be applied for via the electronic service platform during the transitional period.
The application forms can be found on our website. New forms, applicable from the beginning of 2025, will be made available on the website by the end of 2024.
