Espoo invests in knowledge-based management – Peter Ylén hired as a data developer for the city

In future, the City of Espoo is investing more strongly in data analytics and knowledge-based management. The city has hired Peter Ylén, who has worked as a researcher at VTT for almost 20 years, to direct the work. At the beginning of September, Ylén will assume the position of Data Utilisation Development Manager at the City of Espoo Mayor's Office.

While working at VTT, Peter Ylén for many years implemented projects with the City of Espoo on topics such as area planning, digital data platforms, employment and knowledge-based management.  One large, ongoing research project is a data analytics study on the impact of the Omnia Skills Centre for immigrants on its customers’ employment and well-being(external link, opens in a new window).

“I can’t wait to dig in and focus on the complex challenges, hands-on. After all, it is considerably more difficult to become acquainted with data and an organisation as an outsider,” Ylén says.

“Peter Ylén is an important addition to our team. As the services of the city and its partners are being digitalised at a rapid pace, the use of data has become a critical factor. Espoo has already taken a pioneering role in the utilisation of artificial intelligence and enterprise architecture, for example – now we want to consolidate the models of data utilisation and impact-based management,” says Markus Syrjänen, Director of Administration and Development.

Broad opportunities for knowledge-based management

During his one-year assignment, Ylén aims to create broad opportunities for knowledge-based management and the utilisation of data both at different levels of the City of Espoo’s organisation and among various stakeholders.

Ylén identifies better utilisation of existing data, integration of different data sources and better use of information to support decisions as the most important development areas in Espoo.

According to Ylén, one of Espoo’s greatest strengths is its strong willingness to exploit data and several pilot projects, which serve as a good basis for building advanced solutions.
