ELY Centre issues rectification reminder concerning City Council’s approval of local master plan for northern and central parts of Espoo

The Uusimaa ELY Centre has issued a rectification reminder concerning the decision to approve the local master plan for the northern and central parts of Espoo.The local master plan for the northern and central parts of Espoo was approved by the City Council at the start of June.The local master plan would enable the placement of 40,000 new residents and approximately 7,000 new jobs in the northern and central parts of Espoo.

The rectification reminder means that the City Council must issue a new decision on the local master plan within six months of the issuing of the rectification reminder, meaning by 8 January 2022.  

The City Council can keep the decision on the local master plan unchanged, amend it or repeal it. If the City Council does not decide on the matter, the decision to approve the local master plan shall be deemed void. This would mean that the local master plan could not be entered into force and the basic premises of the master planning would have to be re-evaluated. 

Key issues include the connection of new areas to the rail network and the location of retail premises 

The key issues raised in the ELY Centre’s rectification reminder include local master plan regulations concerning the timing of the planning and implementation of areas connected to the new railway link, the grounds for the dimensioning of construction in sparsely populated areas and holiday areas, and the reservations of some low-rise housing areas. The ELY Centre also requires the local master plan regulations concerning commercial areas to be reviewed as regards large retail premises. 

Council decision to be followed by a new appeal period 

Existing appeals concerning the local master plan will remain valid and can also be supplemented or amended based on the new decision to be issued by the City Council. Appellants will be informed of the new decision. 

The ELY Centre also has the right to lodge an appeal against the City Council’s decision if the decision to approve the local master plan is not amended in accordance with the rectification reminder.  

The City Board will issue a statement on the appeals after the appeal period of the City Council’s new decision has ended. The appeals will thus be addressed next year. 

The restrictions on action valid in the area will remain in place until the decision to approve the local master plan becomes legally valid. Local detailed planning will also have to wait until the local master plan becomes valid.
