Espoo is preparing a city-wide master plan reaching all the way to 2060. It will anticipate and guide the city’s development over the coming decades. In the Espoo Master Plan 2060 blog post series, city planning experts explain how they prepare a plan proposal and what it involves. Espoo residents will have the opportunity to comment on the plan proposal in 2026.

A master plan is a general land use plan prepared by a municipality. It defines the urban structure, land use and coordination of different operations in a municipality or part of a municipality. The master plan guides the preparation of detailed plans and the permitting of construction outside the detailed plan areas. Master plans can be drawn up for the whole municipality or for smaller parts of the municipality, and they can also be drawn up in stages. Master plans may be drawn up with or without legal effect.

In Espoo, master plans with legal effect cover almost the entire city. Master plans have been drawn up at different times and for different needs. The task of the municipality is to ensure that the necessary master plans are drawn up and kept up to date.

Espoo is in the process of preparing a city-wide Espoo Master Plan 2060. The work being done now focuses on areas where the existing master plan for the southern parts of Espoo is no longer up to date. Go to the plan web page.
