Espoo Master Plan 2060 to see another decision-making round

Once complete, the Espoo Master Plan 2060 will provide long-term direction for land use in the city. The City Planning Committee will discuss the plan proposal in its 14 October 2026 meeting. The aim is for the plan proposal to be available for public review in early 2027.

The draft plan was available for public review in 2024, receiving plenty of comments from the residents. Preparation for the plan proposal has continued with resident feedback, official statements, further reports and the City Planning Committee’s spring 2026 instructions in mind.

When the City Planning Committee decides that the revised master plan proposal will advance to the next stage of the process, it will be submitted for consideration by the City Board, who decide when the plan proposal will receive a public review. In connection with the public review, the city will hold events for residents and other stakeholders to examine and discuss the plans. Stakeholders will be allowed to submit objections regarding the plan proposal.

After the public review, the planners will finalise the plans for the approval process. The aim is to approve the master plan in 2027.

The master plan guides the city’s managed development

The master plan is a general plan for the land use of the entire city. It is a tool for the city to anticipate the future and guide development in accordance with the city strategy, i.e. the Espoo Story.

The master plan reconciles various perspectives, such as the traffic system, green environments, vitality and services. After all, the plan proposal is founded on extensive studies, prepared at different stages of the plan process. The participant data we acquired through participatory planning and the 1,500 comments left on the plan proposal have had an impact on the preparation of the plan proposal.
