Decisions on construction-related permits and their publication

At the City of Espoo, construction-related permits are granted by both the Environment and Building Control Committee and the office-holders of the Building Control Unit. All the decisions made under the Land Use and Building Act (MRL) are compiled in a list which is made available to the public. Public notices are posted about decisions made under the new Construction Act (RakL), which entered into force at the beginning of 2025. You can find more information about these on this website.

Decisions made by office-holders

Office-holders of the Building Control Unit make permit decisions regarding:

new construction projects with a floor area of less than 2,000 m²;
renovation and alteration projects that are comparable to new construction, building extension, increasing the floor area, or changing the building’s intended use;
placement permits in detailed plan areas and permits for landscape work, provided they do not have a significant visual impact on the cityscape;
demolition permits for buildings that are not protected.

In addition, office-holders process requests for administrative review concerning construction-related permits granted by office-holders under the Construction Act.

Decisions made by the Environment and Building Control Committee

Within the building control domain, the committee:

monitors construction activities’ compliance with the requirements laid down in construction legislation and any related provisions and regulations;
processes all permit applications for construction projects exceeding 2,000 gross m2;
processes requests for administrative review concerning construction-related permits granted by office-holders under the Land Use and Building Act;
processes administrative complaints and cases where coercive measures are needed under construction legislation.

The lists are available electronically on this website and in paper format at the Urban Environment Sector’s customer service point at Tekniikantie 15. The list of permit decisions made by office-holders is published on Wednesdays and Fridays following decision-making. The list of decisions on building, action, demolition, alteration, and landscape work permits made by the Environment and Building Control Committee is published approximately five days after the committee’s meeting.
