Environment and Building Control Committee
The Environment and Building Control Committee serves as Espoo’s environmental protection and building control authority. In addition, the committee is a supervisory authority in the joint environmental health care area formed by Espoo, Kauniainen and Kirkkonummi and takes care of the municipality’s environmental health duties in the area. The committee members are elected by the Espoo City Council for four years at a time.
The Environment and Building Control Committee handles, for example, the following matters:
- Environmental protection: environmental and land extraction permits, drainage-related disputes, protecting natural monuments and lifting protection orders, and regulations to prevent harmful environmental impacts.
- Building control: permit applications for building projects exceeding 2,000 gross square metres, monitoring compliance with building legislation, coercive means based on building legislation, and requests for administrative review under the Land Use and Building Act.
- Environmental health care: monitoring under the Health Protection Act, Food Act, Veterinary Care Act, Tobacco Act and, with regard to the retail sale of nicotine products, under the Medicines Act, and the organisation of the municipality’s other tasks.
In addition, the committee issues statements and proposals to other authorities as to how they can take account of environmental protection and nature conservation, and it also deals with supervisory and administrative matters.
Meeting agendas and minutes
The preliminary minutes of the committee’s meeting are published on the day following the meeting. The preliminary minutes indicate, for example, whether the presenting officer’s proposed decision was approved or rejected or whether the committee made a decision based on a new proposal presented during the meeting.
The checked and signed minutes containing the final decision and detailed information are published approximately six days after the meeting.
