Compensation for damage

The City of Espoo is in some cases liable for damage and injuries that occur in public areas. These cases may include accidents caused by potholes in a street and slipping or falling on a street maintained by the city. However, the city is not always liable for accidents that occur in a city area.

If an accident occurs on a motorway or a ring road or in their junction areas, you will need to submit your application for compensation to the ELY Centre. In case of an accident on private property, you must submit a notification of the accident to the owner or holder of the property.

How to apply for compensation

The injured party can apply for compensation by submitting the form below and any related documents by post to Registry Office, P.O. Box 1, 02070 CITY OF ESPOO or by email to kirjaamo@espoo.fi. If you choose to send your application by email, please make sure that the application and other attached documents are in PDF format.

Property damage

In case of property and car damage, your application must include the original invoices and receipts for expenses, pictures of the damage caused and the place of the accident as well as a map that clearly indicates the place of the accident.

If another authority is responsible for the maintenance of the place of the accident, the city is obliged to transfer your application to them. The matter may also be transferred to the contractor liable for the damage. You will be informed of the transfer by email.

Personal injury

In case of personal injury, the application for compensation and any related documents are always sent by the City of Espoo to Espoo’s liability insurance company.

In case of personal injury, your application must include a picture of the place of the accident and a clear map of the location. Do not send us any documents that contain health information, such as medical statements. You should keep these documents. The application processing staff at the City of Espoo´s liability insurance company will ask for the required documents separately.

Processing of applications

You must provide all supporting documents together with the application.

The average processing time of applications is approximately six months. You will not be contacted during the processing period, other than in exceptional circumstances. The processing time may, however, vary depending on the case. The decision concerning compensation will be sent to your home address by post.
