Reduction in early childhood education fees and service voucher client charges

Early childhood education fees and the client charge for an early childhood education service voucher can be reduced on certain grounds. These decisions are always based on a case-by-case consideration.

A family may be exempted from early childhood education fees or service voucher client charges, or the amount may be reduced (Act on Client Fees in Early Childhood Education and Care, section 13). All decisions are made based on the criteria for client fee reductions approved by the Espoo City Board

How to apply

Before applying for a reduction of fees, you must first submit a new income statement via eVaka.(external link, opens in a new window) You can read more about submitting an income statement here.

You can then apply for a reduction of or exemption from client fees or service voucher client charges. You must submit your application in writing, together with supporting documents. You do not need to send us your social assistance decisions, as we receive them directly from Kela. You can use this form when preparing your application.

Decision on a client fee reduction

The Growth and Learning Sector’s Financial Management Unit makes decisions on the reduction of client fees based on a case-by-case consideration. A reduction or exemption is always granted for a specific period, for 1–12 months at a time.

We cannot grant a reduction for the period in question if:

  • your family has agreed to pay the highest early childhood education fee or service voucher client charge;
  • you have not provided your family’s income information to determine your client fee.

As a rule, we grant fee reductions from the beginning of the month when the application is submitted. We can grant a reduction retrospectively for the month preceding the submission of the application. This is possible if the requirements for granting the reduction were already met at that point.

If information on new sources of income is not yet available (for example if your unemployment benefit application is still being processed), we can grant a reduction for up to two months retrospectively. For social reasons, we can grant a reduction retrospectively for a longer period of time, but not exceeding 12 months.
