Transport projects
Transport projects include significant projects that are not covered by individual local detailed plans or street construction projects. They can be street, road or rail projects, often involving multiple partners.

You have an opportunity to influence the decision-making during the preliminary plan phase.
Preliminary studies include the location study, space requirement study, feasibility study and project study. The studies examine the need for the development of the connection and determine the solution options and preliminary costs and effects.
Who does and what?
The municipality prepares preliminary studies for the streets in its area. Preliminary studies for state-maintained roads located in the municipality are prepared in cooperation between the municipality and the Finnish Road Administration.
In railway projects, the partner is the Finnish Rail Administration.
Cross-municipal projects are carried out in cooperation with the neighbouring municipality. New routes and development needs are included in regional and general plans based on the preliminary studies.
Preliminary plans include the development survey and preliminary general plan. The terrain corridor, i.e. the area where the connection is to be built, is surveyed at this point. General plans are drawn up for the different project options.
An environmental impact assessment (EIA) is carried out if the project can have a significant impact on humans, nature and its diversity, the built environment, the landscape or natural resources, for example. The EIA is the responsibility of the authority preparing the plan or programme.
There is a collaboration with people and communities whose conditions or interests may be significantly affected by the plan. The preparer of the plans communicates the plans such that interested parties have the opportunity to monitor and influence the planning.
Who does and what?

Implementation plans include general plans, road plans, street plans and railway plans. They include detailed solutions for the project and statutory documents for confirmation. The plans must comply with the legally binding land-use plans. Any plan changes must be made before the plans are approved. The planning of an improvement project can be started based on the general plan.
Landowners and other interested parties have the opportunity to influence the plan during the planning process. Draft plans will be presented at a public event or by other means, and information on the plans will be available during the planning process.
The completed plan will be made available for a set period of time during which objections can be made.
When legally valid, the plan gives the right to take possession of the necessary area and implement the plan. The implementation may, however, be delayed due to lack of funding or other reasons.

The Technical Services Committee will decide on the approval of the street plan proposal after the availability period.
The Finnish Road Administration’s Central Administration or the Ministry of Transport and Communications of Finland makes the decision on the approval of the road plan.
Matters like the organisation and financing of the construction are agreed upon before starting a multi-party project.
The implementation of the street project is decided in the city’s budget process.
Who does and what?
The parties to the project make the decision.
The City Council decides on the budget.
The further planning phase includes the drafting of the construction plan and preparations for the construction by collecting the necessary permits, decisions and other documents. The construction planning related to the project’s immediate implementation is often part of the contract and only done after the financing of the project has been secured.
The municipality or other party responsible for the construction of the project tenders the construction work to a contractor. The procurement procedure allows to combine in the construction work package also planning and maintenance work.

The construction of the project is usually the responsibility of the party responsible for the maintenance of the street, road or railway line.
