The education can be applied for by immigrants and foreign-language-speaking young people and adults: - who have completed basic education or an equivalent syllabus in Finland or abroad or have the equivalent knowledge and skills - who do not have the sufficient linguistic ability to cope with upper secondary studies in Finnish or Swedish - whose primary application preference is general upper secondary school - who have not completed vocational upper secondary education and training or matriculation examination in Finland or equivalent education in another country.
