Land use reviewsEspoonlahtiThe outline plan for Kiviruukki was completed; the outline plan work had been launched in spring 2023. The outline plan covers the Kiviruukki partial master plan area. The reviews will be utilised in detailed planning to be launched in due course, and they will also help in the planning of the currently pending local detailed plans. At the same time, it will help to ensure that local services will come to the area and that it will develop in a balanced manner. The report was presented to the City Planning Committee on 1 October 2025.

In the outline plan work, objectives and principles were determined for future detailed planning by specifying the land use presented in the partial master plan. The work also took into account the wishes approved by the City Council for the planning and development of the area. The objectives and reviews of the outline plan concern, among other things, transport, housing, livelihoods, recreation and services in the area.
The development handbook for the Kiviruukki area examines the area’s starting points and impacts of construction from the perspectives of climate, nature and the circular economy, identifying preconditions, objectives and measures for sustainable urban development. In addition, the report critically assesses the possibilities of achieving the objectives, their effectiveness and potential cross-effects.
The purpose of the handbook is to guide and inspire the sustainable development of Kiviruukki and to provide information on what Kiviruukki could be like for those living, operating and working there. It is not an all-inclusive planning guideline. It is intended to help people understand the nature and special features of Kiviruukki in particular.
