Espoo’s building ordinance proposal available for public review

At its meeting on 29 April 2026, the Environment and Building Control Committee decided to make the city’s building ordinance proposal available for public review from 21 May to 30 June 2026. During the public review period, residents, businesses and associations can submit their opinions (i.e. objections) on the proposal.
The Construction Act determines which projects require a permit while the building ordinance specifies other situations related to permit requirements.
The updated building ordinance takes into account the changes in permit practices based on the new Construction Act. The previous permit types – building permits, action permits and notification procedures – will no longer be used. Instead, there is only one permit type, the construction permit. This permit will cover both the placement of a building and the actual construction work. If necessary, the placement of a building can also be examined separately through a placement permit.
The proposal includes clarifications and new provisions compared to the draft version
The building ordinance proposal emphasises, among other things, consideration for natural and environmental values. In addition, it includes provisions on the construction of accessory dwellings and the use of the green factor to increase urban greenery.
Compared to the draft version, the content of some sections has been further specified. In addition, sections related to designers, site management, supervisors, and the construction of sheds and other similar structures have been removed. The proposal would also allow the construction of larger jetties under certain conditions. In addition, the Environment and Building Control Committee has added a section concerning the conversion of holiday homes into permanent residences.

Decision on the new building ordinance to be made in autumn
After the public review period, the revision of the building ordinance will continue with a review of the objections and opinions received, as well as any necessary clarifications and amendments.
The revised proposal will first be discussed by the Environment and Building Control Committee and then by the City Board. Finally, the proposal will be discussed by the City Council, which will decide on the approval of the new building ordinance. The new building ordinance is expected to enter into force by the end of the year.
