Lower blocks of flats and cosier street space are proposed for Tiilismäenrinne

Tiilismäenrinne is the first large residential block in Kiviruukki. The regenerating urban area is located north of Länsiväylä, near the Kivenlahti metro station.
The updated plan proposal would bring fewer, a little over 600, new residents to Tiilismäenrinne than before. Based on the opinions previously received from local residents as well as the instructions of the City Planning Committee, the plans have been lightened. The committee returned the plan to the preparation stage on 8 December 2022.
At the moment, the area has industrial, office and warehouse buildings. Blocks of residential flats, commercial premises, a daycare centre and a multi-storey car park are being planned to replace them. The adjacent wooded area will remain as a habitat and connecting green area for the flying squirrel. At the same time, it will serve residents as a local green area.
In the latest plans, most of the buildings have been lowered. There are four tall buildings. They are located in the western and southern parts of the area, along Ruukintie, and the tallest of them have been lowered by 1–3 floors. The tallest building has now 15 floors. The multi-storey car park has also been lowered and moved a little further away. The day care centre has moved closer to the detached house area in Kattilalaakso.
The pedestrian route has been improved by adding to the plans a vegetation-lined pedestrian street, which leads from Ruukintie to the street Tiilismäki. Space has been added to the block for plantings that can be seen from the street and which make the area more lush. The block structure has been changed so that the overall look of the area is lighter, more varied and more interesting than before. Most of the low-rise buildings have been made more narrow and the appearance of high-rise buildings has been lightened. Commercial premises have also been added to the basement floors of the buildings.
The City Planning Committee will discuss the updated proposed detailed plan at its meeting on 12 March 2025. The committee will decide whether the plan proposal will be made available for public review and whether a residents’ event about it will be held during the public review. Lush and densely built new city structure coming to Kiviruukki
Tiilismäenrinne is part of the wider Kiviruukki urban area. The old industrial area will be replaced by a lush and densely built city structure that includes flats, workplaces and services. The area is also home to a major bio- and circular economy innovation centre, which brings together research and education actors as well as companies.
The planning is guided by the Kiviruukki partial master plan, which has been valid since 2022. A detailed plan called Tiiliskivenpolku is currently pending for the area. Both detailed plans, Tiilismäenrinne and Tiiliskivenpolku, have been reconciled with each other in the planning.
