The City of Espoo is seeking art and cultural operators to implement the cultural education models Culture Call, KULPS Culture Path, Culture path for upper secondary education and the Culture Chain services aimed at the elderly. Registration for the dynamic supplier register is open from 11 December 2024 to 24 January 2025.

Service providers for cultural education and art and cultural services aimed at the elderly will be selected through a two-stage procurement process:

  1. In the first stage, respond to the participation request and submit your application to the dynamic supplier register on the Tarjouspalvelu.fi portal(external link, opens in a new window). In the first stage, you are not yet committed to providing services, and the city is not committed to ordering services. All operators who meet the requirements set out in the participation request and its attachments will be included in the dynamic supplier register.
  2. In the second stage, you will have the opportunity to receive invitations to tender and offer cultural services to the target groups of cultural education and  elderly. We will send invitations to tender only to those accepted into the supplier register in the first stage. Invitation to tender will be sent at a separately announced time during the spring of 2025.

You can apply to join the register between 11 December 2024 and 24 January 2025 until 14:00. Submit your application by responding to the invitation to join the register (osallistumispyyntö) at Tarjouspalvelu.fi website(external link, opens in a new window)

You can access the detailed information and documents of the invitation once you have registered on the Tarjouspalvelu.fi portal. The link will open a form that you need to fill out and submit. Carefully review the invitation and its requirements. The invitation is published only in Finnish.

The register will be opened again for new operators at the earliest in a year. Service providers accepted to the register are not obliged to respond to invitations to tender, and the City of Espoo is not committed to certain order quantities.

When the invitation to join the register is open any additional questions should be submitted via the Tarjouspalvelu portal. Question will be answered collectively on the question-answer section of the process. Additional question must be submitted before 9:45 a.m. 6 January, 2025.

Service providers previously accepted do not need to submit a new application to the dynamic supplier register.
