Information for neighbours of a building site
Nuisance caused by the activities of construction sites is not, as a rule, within the remit of the Building Control Department. In the event of problems, people may contact Environmental Health Services, Parking Control, the Public Works Department or any other authority in the situations mentioned below.
Construction sites
The environmental protection regulations of the City of Espoo provide for protection against dust, noise and vibration caused by construction sites (e.g. permissible working hours for work causing particularly disturbing noise). The Espoo Environment Department monitors compliance with the environmental protection regulations.
Acute traffic disturbances caused by construction sites, damage caused by blasting or other damage caused by construction sites are handled by the police, if necessary.
Parking of construction sites that causes constant disturbance should be reported to Espoo Parking Control.
Street maintenance and other excavation work
Maintenance of streets and gutters is carried out by the Espoo Public Works Department. Excavation in public areas (streets, parks) requires an excavation permit from the Public Works Department. Permits and nuisance associated with these works should be addressed to the Public Works Department’s customer service.
Noise nuisance and housing health
Espoo Region Environmental Health Services can be contacted about the noise nuisance caused by any new, finished buildings in the interior of neighbouring buildings. Housing health issues related to old buildings are also the responsibility of the Environmental Health Services’ health inspector.
Hearing and consent of neighbours
It is advisable to monitor the processing of the building permit for the neighbouring property in order to safeguard your rights. The neighbour is informed of the initiation of the building permit, unless such notification is manifestly unnecessary in the neighbour’s interest, taking into account the small size or location of the content or content of the land use plan. ‘Neighbour’ means the owner and holder of an adjacent or opposite property or area.
