Legal advisory services for international matters
Through the Enterprise Europe Network, the Helsinki Region Chamber of Commerce offers free general legal advice to SMEs, for example on:
- the impact of EU regulations
- national legislation in different countries
- international contracts and taxation
- public procurement and transport terms
Legal advisory services do not include drafting documents and do not replace the services of law firms.
EU Funding Advisory Services
We provide information on EU funding opportunities and programs and support companies in identifying suitable EU funding schemes. We help businesses assess which funding programs could be applicable to their specific operations.

Intangible assets and IPR in international business
For many SMEs, intangible assets are their most valuable property.
In international markets, intellectual property rights (IPR) issues become increasingly important: protection practices vary by country, and without proper foresight a company may lose its competitive advantage or face unexpected risks.
The European IP Helpdesk(external link, opens in a new window) provides free support to internationalizing SMEs on intellectual property matters.
Advisory services include:
- IP strategy and protection
- practical IP questions via the Helpline service
- training sessions, webinars, and guides
Advice is also available through the Finnish Enterprise Europe Network(external link, opens in a new window). The European IP Helpdesk contact person at the Helsinki Region Chamber of Commerce can forward your questions to the Helpline on behalf of your company.
EU internal market issues
From a business perspective, the EU internal market does not always function smoothly. Companies may encounter practical barriers even when operating in compliance with EU rules. Advisory services and support channels exist for these situations.
We provide confidential advice to companies on concrete issues and report problem cases to the European Commission without identifying the companies involved. The aim is to simplify and improve internal market legislation and to ensure that companies’ real-life experiences are better taken into account in future policy decisions.
We also cooperate with the SOLVIT network(external link, opens in a new window) if a problem is suspected to result from incorrect application of legislation or, for example, incorrect harmonization of EU law in another EU country. Within the SOLVIT network, issues are resolved through informal cooperation between authorities. In Finland, the service is managed by the Ministry of Economic Affairs and Employment.
Foreign trade documents
Foreign trade documents are a routine part of international trade, but requirements vary by country and situation. Chambers of Commerce act as official issuers and certifiers of documents.
The Helsinki Region Chamber of Commerce issues foreign trade documents such as:
- certificates of origin
- ATA Carnet customs documents
- certification of commercial invoices and other documents
Depending on the case, the Chamber of Commerce may require supporting documentation to verify the accuracy of the information provided.
