Terms of agreement and rules for the city of Espoo marinas
These terms of agreement and rules apply to all marinas and watercraft storage areas owned and controlled by the City of Espoo.
The terms and rules related to watercrafts are approved at a meeting of the Sports and Wellbeing Committee and apply to all marinas and watercraft storage areas owned and controlled by the City of Espoo from the date the Committee’s decision enters into force.
Anyone leasing a watercraft space or otherwise using the marinas, winter storage areas or the Ämmäsmäki storage area must comply with these terms and rules.
In addition to the terms and rules, the City of Espoo Sports and Exercise Unit may issue additional regulations and instructions.
Any special permits are granted by the City of Espoo Sports and Exercise Unit.
Operating principle of the marinas
The purpose of the City of Espoo marinas is to provide facilities for residents to enjoy boating and diverse boating-related activities in cooperation with various boating and boating-related organisations.
Parties to the agreement and definition of a boat space
Parties to the agreement
- Lessor: City of Espoo, Sports and Exercise Unit
- Leaseholder: the party who reserved the space
A 'boat space' or 'space' refers to a berth, a buoy space, a trailer parking space, a winter storage space, or a storage space in Ämmäsmäki.
By reserving a space, the leaseholder agrees to the provided rules and terms and commits to following them.
Lease agreement
The subject of the lease agreement is a boat space that allows for recreational boating, provided by the City of Espoo Sports and Exercise Unit. Payment for the space constitutes a binding agreement between the lessor and the leaseholder, under which the leaseholder agrees that the paid fee will not be refunded under any circumstances if the reservation is cancelled.
Lessor
The lessor is the Sports and Exercise Unit of the City of Espoo or a boat club authorised by the City.
Leaseholder
The leaseholder may be a legal person or an adult natural person. Priority is given to persons domiciled in Espoo, with secondary priority given to those domiciled outside of Espoo. A person who owns property in the Espoo archipelago is also regarded as being domiciled in Espoo. In such cases, the leaseholder must submit a copy of the certificate of registered ownership to the lessor within one month from the reservation, and subsequently upon request.
The leaseholder must be the owner or holder of the watercraft. The information must be available via Traficom. Upon request, the leaseholder must prove the accuracy of the information they provide.
If spaces remain available, excluding winter storage spaces, a space may be reserved by a legal person that is not domiciled in Espoo.
The lease agreement is valid for one season at a time. The space lease can be renewed annually within the time frames specified separately. The leaseholder is responsible for ensuring that their personal and contact information and the watercraft information are kept up to date. The lessor is not responsible for the loss of a boat space or other consequences resulting from outdated, incorrect or incomplete information provided by the leaseholder. Incomplete information may prevent the delivery of important notices.
Boat clubs have a separate right-of-use agreement with the City of Espoo Sports and Exercise Unit concerning City-owned berths, buoy spaces, winter storage areas and the Ämmäsmäki storage area. Boat clubs may also agree on berth maintenance rights by separate agreement.
Fees related to boating
The fees are decided by the Sports and Wellbeing Committee. The price list is available on the City of Espoo website.
Boat spaces are reserved through the reservation system using strong identification, and the fee is paid at the time of reservation. Spaces are reserved for one season at a time. The reservation times are announced on our website.
The leaseholder must reserve a space that is appropriate for the size of their watercraft. See the guidelines for each space under 'Spaces and areas'.
An Espoo resident may reserve two berths or buoy spaces, one of which must be a fixed-term space. Persons residing elsewhere may reserve one fixed-term berth or buoy space.
An Espoo resident may reserve two annually renewable winter storage spaces.
Only one year-round trailer parking space located in a marina can be reserved. Espoo residents can renew their space lease every year. Persons residing elsewhere can lease a space for a fixed term.
In the Ämmäsmäki storage area, anyone can reserve up to two spaces regardless of their place of domicile. The reservations can be renewed for the next season by paying the fee via the reservation system annually by the deadline.
An Espoo resident may renew their berth, buoy space, trailer parking space or winter storage space reservation for the next season by paying the fee via the reservation system annually by the deadline. Residents of Espoo reserving a new space are given priority. Those residing elsewhere may reserve boat spaces only if spaces remain available – with the exception of winter storage spaces, which can only be reserved by watercraft owners residing in Espoo.
For watercrafts used or owned jointly, at least 50% of the owners and/or holders must be residents of Espoo for the space to be renewed annually. If fewer than 50% of the owners and/or holders of a jointly used or owned watercraft are Espoo residents, the berth, buoy space or trailer parking space is leased for one season at a time. The information of the owner or holder of a jointly used or owned watercraft must be available via Traficom.
Lease period
Berth, buoy space or trailer parking space
The boating season runs from 10 June to 14 September, unless otherwise stated.
The lease period for trailer parking spaces is from 1 May to 30 April, unless otherwise stated.
The leaseholder may, at their own risk, bring their watercraft to the leased berth or buoy space before the official start of the boating season, if weather conditions permit. However, maintenance work may prevent access to the space before the season begins.
The leaseholder must remove their watercraft from the berth or buoy space in the marina after the boating season ends and before the marina freezes over – by 31 December, at the latest. Any exceptions must be taken into account. If the berth is not vacated by 31 December, an additional double berth fee will apply immediately after the turn of the year. If the lessor has to remove the watercraft from the berth as the water unfreezes, the watercraft will be taken into possession. The watercraft owner or holder is liable for the costs of taking the watercraft into possession.
The lessor is not liable for any damage to a watercraft left in or brought to a berth or buoy space outside the boating season, due to maintenance, repair or damage to the marina and berth structures or to mooring equipment.
Winter storage space
The winter storage season begins on 15 September and ends on 10 June the next year, unless otherwise stated.
Storage space in Ämmäsmäki
The storage season in Ämmäsmäki begins on 15 September and ends on 14 September the next year.
Switching spaces
Switching spaces during the reservation period is only allowed if there are available spaces. If the new space is more expensive than the previous one, the leaseholder must pay the price difference. If the new space is cheaper than the previous one, the price difference between the spaces will not be refunded under any circumstances.
The lessor may change a leaseholder's space during the season if the size of the watercraft or another valid reason requires it. The leaseholder is always responsible for moving the watercraft.
For spaces managed by boat clubs, instructions are provided by the respective club.
Cancelling a space reservation never entitles the leaseholder to a refund.
Lease transfer
The leaseholder may not, even temporarily, transfer the lease agreement or assign their space to a third party. Violation of this rule will result in immediate loss of the space, with no refund.
Estate
The lessor may transfer the lease of a boat space owned by an Espoo-based deceased person's estate to a party of the estate who will act as the leaseholder for the space. Once the estate has been distributed, the lessor must be informed immediately.
Any changes must always be agreed on with the lessor.
Lease termination (by the leaseholder)
The leaseholder can terminate the lease agreement by logging in to their personal information in the City of Espoo boat space reservation system. Berths, buoy spaces, trailer parking spaces, winter storage spaces and Ämmäsmäki storage spaces must each be terminated separately. Paid fees will not be refunded.
When the lease ends, the leaseholder must remove the watercraft and any other property and return the Ämmäsmäki access tag to the maintenance unit at Suomenoja Marina.
Lease termination (by the lessor)
The reservation will be cancelled if the space fee is not paid by the due date set by the lessor. The due date is non-negotiable.
If the leaseholder violates or neglects the obligations outlined in these rules and fails to immediately rectify the issue despite the lessor's request, the lessor has the right to terminate the lease. In the event of termination, the paid fee will not be refunded. If the leaseholder provides false or incorrect information about themselves or their watercraft, the City has the right to terminate the lease. If the requested information is not provided, the lessor has the right to take the watercraft into possession. The owner or holder of the watercraft is liable for the costs.
Spaces and areas
The marina area includes berths, trailer parking spaces, buoy spaces, shoreline areas and storage areas.
Berth
The boating season is from 10 June to 14 September, unless otherwise stated
Only one watercraft can be kept in a berth.
