Progress in Espoo Master Plan 2060 – decision-maker process for plan proposal begins
Espoo Master Plan 2060 work proceeds. The draft plan was available for public review in 2024. Now a master plan proposal has been prepared based on the feedback and further studies, and the City Planning Committee will begin to process it in its 25 March 2026 meeting. The plan proposal is estimated to be available for public review in autumn 2026.
The master plan is a general plan for the land use of the entire city. With it, the city anticipates and prepares for future developments and changes in a controller and systematic manner, in accordance with the Espoo story. The existing five urban centres and radiating connections to the rest of the city and region are what form the foundation of the master plan. The plan proposal features revisions in key development areas for land use in the city as well as the rail and road network that connected them to the rest of the city and region.
The master plan sets objectives for balanced urban development in Espoo, making sure that its character as a green city dominated by detached houses remain unchanged, while preparing for sustainable growth and the birth of a pleasant, nature-oriented and environmentally smart network city. It pays particular attention to the balanced development of urban centres, making sure that they remain strong and vibrant in 2060.
The plan proposal is founded on extensive studies, prepared at different stages of the plan process. We have also taken the official statements and nearly 1,500 opinions received on the draft plan into account in the preparation of the plan proposal.
Estimated public review in autumn 2026
From the very beginning, work on the new Espoo master plan has included the residents. During the drafting of the plan objectives in 2022, the City Planning Department held an extensive series of events, titled Our Espoo 20X0, for the residents. In the draft stage in 2024, several residents’ events were held, and in spring 2025, during the preparation stage of the plan proposal, we held the Idea Spring for Espoo resident, which involved them in the development of our urban centres.
The City Planning Committee will begin to process the master plan proposal in its 25 March 2026 meeting. The proposal will then proceed to the City Board, who will process it and decide on its public review. The plan proposal is estimated to be available for public review in autumn 2026. During the public review, the City Planning Department will hold events for residents and other stakeholder for studying and discussion on the plans. The aim is to approve the master plan in 2027.
