FAIR 2.0 helps SMEs harness AI safely and practically
Espoo is enabling new ways for local small and medium-sized enterprises to leverage artificial intelligence by joining the Finnish AI Region – FAIR 2.0 project for 2026–2028. FAIR is an innovation hub funded by the European Commission, supporting companies in adopting AI and data technologies responsibly and cost effectively.
Through FAIR, companies gain practical support for development work, opportunities to test solutions before making investments, and help in finding the right partners. As a regional lead organisation, Espoo ensures that services are easily accessible to local companies.
“Technologies evolve quickly, and without support many companies struggle to keep up. FAIR’s services offer a low‑threshold way to experiment with and benefit from AI safely and cost‑effectively. It’s useful for teams to have at least some technical expertise so that they can make the most of FAIR’s AI know‑how,” says Jenni Selosmaa, Project Manager, City of Espoo.
Results from the first project phase speak for themselves
During FAIR’s first phase (2023–2025), more than 11 000 people and over 250 companies participated in services and events. More than 350 tailored development services were delivered, benefiting 41 companies from Espoo.
Experiences show that sparring sessions, proof‑of‑concept pilots, and concrete development pathways have been especially valuable for companies.
Espoo makes AI experimentation easier
Espoo aims to offer companies opportunities to pilot new solutions within the city’s own environments. This allows companies to gain hands‑on experience in real operational settings and increase their technological readiness.
Enter Espoo brings business networks, investor meetings, and matchmaking events into the project to help companies find suitable partners and funders.

Tangible benefits for companies – without unnecessary bureaucracy
FAIR 2.0 provides companies with:
- Expert sparring for AI development and deployment

The services are designed especially for SMEs that already have the willingness and potential to invest in product development and growth. A dedicated AI team or the resources to constantly follow rapid technological development are not necessarily required.
A broad expert network available to companies
FAIR 2.0 is coordinated by the City of Helsinki. In addition to City of Espoo and Enter Espoo, the consortium includes Aalto University, University of Helsinki, Tampere University, Metropolia, Haaga‑Helia, KIRAHub, and 28 Digital (formerly EIT Digital). Collaboration partners include the Finnish Center for Artificial Intelligence (FCAI), the ELLIS Institute, and CSC, whose LUMI AI Factory offers companies free AI computing resources.
FAIR’s services are well suited for startups that have begun sales or secured funding, growth companies, and established SMEs seeking new ways to utilise data and AI.
