The City of Espoo is working with partners to reform the information management of the built environment

The Ministry of the Environment has granted a total of EUR 525,000 to the City of Espoo and its partner municipalities for reforming the information management of the built environment. The grant will help the city improve the information management of urban planning and building permits to comply with reformed legislation.

The City of Espoo applied for financial support for two projects, one of which focuses on data models for building permits in permit processes and the other on the development and training of data models for master planning. These projects are part of a broader reform of information management in the built environment, one aspect of which is to compile all information on urban plans and permits in Ryhti, the national built environment information system.

The Ratti project on data models for building permits in permit processes will test and develop the processes and permit processing referred to in the new Construction Act and the Built Environment Information System Act. The aim is to make it easier to apply for a building permit and to develop practices for the utilisation of data models in the permit process.

The Tykki project for the development and training of data models for master planning creates the prerequisites for producing development plan data that is in line with the national plan data model and transferring the data to the Ryhti information system. In addition to Espoo, the project includes the cities of Helsinki, Tampere and Vaasa. The project will also produce instructions and training materials for the implementation of the developed open-source solution. In addition, the project will involve improving the quality of the existing master plan materials of the partner cities.

More extensive societal benefits through development

The development efforts of the projects will also benefit other Finnish municipalities, as they will be able to utilise the results of the development free of charge. The open-source solution developed in the Tykki project will also be a cost-effective solution for courses in higher education institutions and for consultancy offices in the field.
