Espoo receives three bids for renovating Tapiola swimming pool – higher costs proposed
The Espoo City Board will meet on 3 March to discuss raising the target cost of the project to renovate and extend Tapiola swimming pool by EUR 9.5 million. Approximately EUR 46 million has been reserved for the project in the investment programme. The council must also discuss raising the cost level.
The City of Espoo ran a competitive tendering procedure for the renovation and extension as a divided contract. The city received three bids for the main contract.
The sum of the cost estimate based on the cheapest bids for the various contracts and the costs already incurred by the city is EUR 55.5 million. The costs have risen due to the distinctive characteristics of the project and the highly demanding groundwork beneath the foundations. These have caused the bid prices to include some partly unforeseen risk provisions. The amount of demolition work is also larger than anticipated, which raises the costs.
Systems to enhance safety and operational reliability have also been included in the project. These include a system to prevent drowning and a duplicated water treatment system. The latter means that two water treatment lines will operate in parallel, ensuring continuity in the event of a fault or maintenance.
The Espoo City Board will meet to decide whether to launch the renovation and extension project and conclude a contract. The aim is to begin construction in spring 2025. The swimming pool is expected to reopen in spring 2028.
The swimming pool is a listed building protected by the detailed plan due to its architectural value. The swimming pool has been closed since 2016.
