A lively discussion took place at a residents’ meeting on the Nupurinkallio plan on the timetable, the preservation of the area’s characteristics and traffic solutions.

A residents’ event regarding the Nupurinkallio detailed plan was held at Karhusuo on 4 December 2024. The event attracted almost 100 participants, with whom there w school as an intensive discussion on the plan. The plan has been awaited for a long time, which sparked a lot of discussion among the participants. This has, among other things, made it more difficult for the residents of the area to develop their properties. The participants requested that the plan should take into account the characteristics of the area and the preservation of the nature areas.

The amendment of the Nupurinkallio detailed plan aims to complement the existing residential area with nature-oriented and aesthetically varied low-density housing, new local services, recreational facilities and necessary road infrastructure.

To start the event, Area Architect Outi Reitmaa talked about the Nupurinkallio detailed planning. Lead Planner Hugo Leppäsyrjä, Traffic Planner Kati Vuorinen and Landscape Architect Aino Leskinen presented initial data and other preparatory material for the plan in preparation and answered questions from the audience together with the Area Architect. Other planners and specialists from the City Planning Department were also present at the event to engage in small-group discussions with residents about their views and questions.

What aspects emerged as central and interested residents the most?

Many residents had already waited for the detailed planning of Nupurinkallio for a long time, and it also caused some frustration. A detailed plan for Nupurinkallio was already being prepared in the early 2010s, when draft plans were available for review. After that, however, the planning had to be put on hold to await a new master plan was drawn up. Now that the master plan for the northern and central areas of Espoo has entered into force, the planning process has been completely restarted. Many residents hoped that the plan would now move forward quickly.

The discussions with residents focused in particular on the need to preserve and maintain the characteristics and nature of the area. However, many of the residents felt that these issues had been better taken into account than earlier.

Many residents also expressed a wish to be able to develop their own properties. It was also hoped that the plan would provide new building sites for different types of single-family houses. On the one hand, there was a wish to see small-scale local services but, on the other hand, there were also concerns about the increased traffic that they would generate.

The traffic solution for the area also raised a lot of discussion. There was both support and opposition to the possible relocation of the Nupurintie intersections. The designation of Nupurinkalliontie as a regional collector street and the need for a connection for the quality cycling route through the area, however, raised concerns as the terrain in particular would make these difficult to implement. At the same time, safe pedestrian routes to, for example, public transport stops and Karhusuo comprehensive school were requested. The impact of the construction of streets on properties and noise protection along Turunväylä and Nupurintie also generated much discussion.

What was the atmosphere at the event like?

The atmosphere of the event was pleasant. There was a great turnout of residents, with whom we had many interesting small-group discussions about the development of the Nupuri area. Some of the topics elicited conflicting feelings, but they were also discussed in a rational manner.

How is the planning area connected to the general development of Vanha-Espoo?

The Nupurinkallio detailed plan is based on the master plan for the northern and central areas of Espoo, which became legally valid in spring 2024. The Nupuri area includes, for example, a residential area dominated by single-family houses, recreational areas, conservation areas, ecological connections, various streets and a connection to the quality cycling route. The aim of the plan is to implement the master plan solution for the area and to allocate a moderate level of complementary building development taking into account the characteristics of the nature and the site.

Would you like to give other feedback to the city?

Many residents were pleased to have been actively involved in the planning process. They also praised the fact that previous resident surveys had been taken into account in the planning process.

The Nupurinkallio participation and assessment plan and the preparatory material will be publicly available from 2 December 2024 to 31 December 2024 on the plan’s webpage. During the period of public review, you can submit an opinion concerning the plan. Instructions for submitting an opinion can be found on the website. The plan will next move to the proposal stage. Updates on the progress of the planning work will be provided via the plan web page and the City of Espoo town plan announcements.
