The City of Espoo’s and Destia’s environmentally friendly cooperation agreement in the Espoonlahti-Finnoo area

The City of Espoo’s public works department tendered the common area maintenance of the Espoonlahti-Finnoo area at the start of 2023. Destia won the the service procurement, which was tendered as an open procurement procedure.
The maintenance area consists of common areas in Kivenlahti, the centre of Espoonlahti, Laurinlahti, Soukka, Kaitaa, Iivisniemi and Finnoo. The size of the street areas is around 1 100 000 m2 and the green areas is around 800 000 m2
Destia is responsible for the area’s summer and winter maintenance, cleanliness, maintenance of structures, equipment, furniture and playgrounds, and maintenance of plantations and parks. The cost estimate of the five-year contract is 9,5 million euros and it includes a two-year extension option, the use of which will be decided later.
Successful tendering
- Tendering was a great success. We received many offers and a real price competition, rejoices Juha Pelkonen, Manager of infrastructure services. He believes it shows that companies are prepared to commit to ambitious quality and environmental requirements.
Cooperation with Destia Oy’s professionals has commenced well, and a long-term partnership offers a good basis for developing maintenance to best suit the needs of residents.
Requirements of a developing area
The area is growing and will see a lot of construction in the coming years. There are several ongoing infrastructure and infill development projects. It is important for Espoo to ensure the safety and comfort of street and green areas throughout the year.

On a journey towards a carbon neutral Espoo
The high environmental requirements set by Emission-free construction sites - the green deal agreement for sustainable procurement were taken into consideration in the procurement. These requirements are used to find solutions to climate challenges, the reduction of biodiversity, the over-consumption of natural resources and the promotion of a circular economy in Finland. Emissions requirements for maintenance equipment are tighter than the green deal requirements. Additionally, the contract includes a 100% usage requirement of fossil free fuels. Extra quality points were given in the procurement for committing to use electrical small machinery.
Espoo is a national front runner in terms of the requirement level of maintenance projects. This is a part of our effort to reach the Carbon-neutral Espoo 2030 goal.
