Land use agreements

A land use agreement is prepared if a new town plan or a revision of a town plan results in considerable financial gain for the landowner.

The municipality always prepares a land use agreement with a private landowner when a town plan or a revision of a town plan results in considerable financial gain for the landowner. Land use agreements are based on the Land Use and Building Act.

The agreement requires landowners to bear some of the costs of civil construction resulting from the implementation of the town plan. At the same time, agreements on, for example, the handover of public areas to the city can be made.

The agreement is prepared after the City Planning Department has approved the plan proposal. The plan proposal is brought before the City Board and possibly the City Council after the agreement is signed. The agreement is negotiated by the Real Estate Department and approved by the City Board.
