City of Espoo seeks a café/restaurant operator for the Toppelund beach area

The City of Espoo is seeking a café/restaurant operator for a plot located in Toppelund, along the Waterfront Walkway. The operator will be selected through an expression-of-interest and negotiation procedure. 

In the detailed plan, the plot is designated as a block area for sports buildings (YU). The area of the plot is 3,514 m2. The permitted building volume on the plot is 500 gross m2.

You can participate in the expression-of-interest and negotiation procedure by submitting a written application online. Based on the applications, the city will select the parties to be invited to negotiations, conduct the necessary negotiations, and request additional information and proposals if needed. Following the negotiations, a proposal concerning the recipient of the planning reservation will be prepared for the City Board’s Business and Competitiveness Subcommittee.

The aim of the planning reservation is to advance the project so that the plot will eventually be leased to the operator. If the planning reservation leads to the plot being leased, the city will make a separate decision on the lease.

The application period starts on 2 November 2026 and ends on 17 February 2027 at 15:45.
