Statutory integration services in Finland and Espoo

Espoo offers a wide range of services that help with integration and the smooth running of everyday life. However, this section focuses on describing statutory integration services.

Integration as a word in everyday speech means finding one’s own place in a new home country. However, the Finnish Integration Act defines integration more narrowly. The Integration Act determines what services society must offer to immigrants. The Act also determines which groups are entitled to integration services.

Integration services are mainly offered in the early stages of entry, so you should apply for them as soon as you have received a residence permit.

Who is entitled to statutory integration services?

Statutory integration services are offered to jobseekers and some people who are outside the labour force. The City of Espoo offers integration services to residents of Espoo and Kauniainen.

A jobseeker is a person who has officially registered with Employment Services as a jobseeker.

Statutory integration services for people outside the labour force are provided to the following groups:

  • Parents caring for their child at home and receiving a child home care allowance from Kela.
  • Persons who have been granted a residence permit as quota refugees and who are not employed or registered as jobseekers.
  • Persons who have been granted a residence permit on the basis of international protection and who are not employed or registered as jobseekers.
  • Persons who are in Finland on the basis of temporary protection and who are not employed or registered a jobseekers.
  • Persons who have received social assistance from Kela for more than two consecutive months.
  • Persons who have been victims of human trafficking and who are not employed or registered as jobseekers.
  • If necessary, an integration plan can be drawn up for children and young people who have arrived in the country as unaccompanied minors.

Only persons with a valid integration plan are eligible for statutory integration services. A person’s integration period begins when their initial integration plan is created.

The initial integration plan can be created if less than three years have passed since the first residence permit was issued. In other words: apply for services in the early stages of entry, while you are still entitled to statutory integration services!

It should be noted that not all immigrants are entitled to statutory integration services. In addition to statutory groups, integration services can be offered to a person who, based on an assessment by the integration services authority, requires those services.

What do statutory integration services offer?

Integration services provide important information about Finnish society and your rights and obligations. You will learn Finnish or Swedish. If necessary, you will learn literacy. Skills in Finnish or Swedish affect, for example, employment and acquisition of Finnish citizenship. An integration service employee will discuss your circumstances with you and help you find the services that best suit you.

You can only receive integration services during the integration period, i.e. when you have a valid integration plan. For this reason, it is important that you apply for the services as soon as possible. You can choose Finnish or Swedish as your language of integration.

Integration services in Espoo are organised by Espoo Employment Services and Koto-Espoo.

Statutory integration services are free of charge for the customer.

Statutory integration services for jobseekers

Espoo Employment Services offer services to jobseekers living in Espoo and Kauniainen. Statutory integration services include:

  • an assessment of competence and integration service needs
  • an integration plan
  • integration training
  • multilingual social orientation.

You can only receive statutory integration services during the integration period, i.e. when you have a valid integration plan. For this reason, it is important that you apply for the services as soon as possible. You can choose whether you want to integrate in Finnish or Swedish.

Your job search begins when you register as a jobseeker and become a customer of Espoo’s Employment Services You can register as a jobseeker either in the Oma asiointi e-service or by visiting an Employment Services office in Matinkylä’s Piispanportti or in Leppävaara’s Sello.

Employment services advise and guide you in finding a job and offer various services that help you integrate and get a job.

The services are free but binding. Here, “binding” means that a jobseeker is required to participate in services in order to receive unemployment benefits.

Statutory integration services for persons outside the labour force

Koto-Espoo offers services to Espoo residents who are outside the labour force if they are entitled to statutory integration services.

Under the Act on the Promotion of Immigrant Integration, the following groups outside the labour force can receive statutory integration services:

  • Parents caring for a child at home and receiving a child home care allowance from Kela.
  • Persons who have been granted a residence permit as quota refugees and who are not employed or registered as jobseekers.
  • Persons who have been granted a residence permit on the basis of international protection and who are not employed or registered as jobseekers.
  • Persons who are in Finland on the basis of temporary protection and who are not employed or registered as jobseekers.
  • Persons who have received social assistance from Kela for more than two consecutive months.
  • Persons who have been victims of human trafficking and who are not employed or registered as obseekers.
  • If necessary, an integration plan can be drawn up for children and young people who have arrived in the country as unaccompanied minors.

You can only receive statutory integration services during the integration period, i.e. when you have a valid integration plan. For this reason, it is important that you apply for the services as soon as possible. You can choose Finnish or Swedish as your language of integration.

If you belong to one of the above groups, you can contact Koto-Espoo yourself by phone or e-mail. If necessary, you can use an interpreter when using Koto-Espoo services. At the beginning of the call, say “tulkki” and the name of the language for which you need interpreting. For example: "tulkki albania."

If you receive a home care allowance or social assistance, Koto-Espoo staff can also contact you by phone or by sending a letter.

Koto-Espoo employees help customers find suitable services. The services are free of charge.

Social services supporting integration for beneficiaries of international protection or victims of human trafficking

Social services supporting integration are intended for beneficiaries of international protection and victims of human trafficking in the early stages of integration.

A social welfare professional will carry out a service needs assessment with you, in which your needs are extensively assessed. Then you and the employee work together to create a plan based on your needs.

Social services help in matters such as housing, finances, family situations and everyday life.

The Western Uusimaa Well-being Services County (LUVN) offers social services to Espoo residents.
