In line with the Espoo Story, the City of Espoo will implement the Economically Sustainable Espoo productivity and adjustment programme (TakE) during the council term 2021–2025. In the spring of 2022, the objectives and measures of the TakE programme were updated to take account of the impact of the health, social and rescue services reform. The programme will improve Espoo’s ability to adjust to the economic changes resulting from the reform.
The City Council made a decision on the TakE programme on 19 October 2020. In the spring of 2022, preparatory workshops were held, based on which the programme outlines and measures were updated. The productivity targets set for the Welfare and Health Sector and rescue services for the years 2023–2025 were removed from the programme, the forecasts concerning the targets for 2022 were updated, and new goals to increase productivity or revenue were prepared. The problem areas of the TakE programme were also assessed. The goals concerning the balancing of the city’s economy and the reduction of indebtedness remained unchanged.
Political negotiations over the programme took place in May and June 2022. The City Council made a decision on the updated TakE programme on 13 June 2022.
Based on the outcome of the negotiations, the aim of the updated programme is to slow down the growth of the operational economy by EUR 116 million by the end of 2025 and to reduce the level of investment by 10 per cent. This will be done by examining the implementation, extent, costs and financing concepts of the city’s projects. The cost-effectiveness of services and processes will be developed in a systematic manner, and office-holders and elected officials are committed to implementing the objectives of balancing the economy. The target levels and objectives of the programme will be included in the budgetary framework and economic plan for 2023–2025.
