The COVID-19 pandemic significantly impacted the organization of teaching from March 2020 onwards. Schools switched to distance learning, with only early learners and those needing special support attending in person. Despite eventually returning to schools, Espoo's education system remained prepared for hybrid or entirely distance learning scenarios, with exceptional arrangements continuing into spring 2022.

The reorganization of teaching during the pandemic required students to develop more self-management skills and adapt to new learning environments. This shift also highlighted the varying abilities of students to concentrate. Pupil welfare needs became more challenging to address, leading to learning deficits for some students.

To address the challenges, Espoo implemented strong support measures for learning and growth. The city's efforts included targeted teaching strategies tailored to individual student needs to mitigate learning deficits. Additionally, the pandemic saw an increase in bullying, particularly through social media, prompting Espoo to launch the "Together for a Strong Community – No to Bullying" plan. This plan includes 14 measures to ensure consistent practices in preventing and addressing bullying, with a focus on promoting student well-being and strengthening the sense of community in schools. Digital devices were distributed to pupils lacking proper devices.

These measures have supported students in overcoming the learning deficits caused by the pandemic and promoted a safer, more inclusive school environment. The focus on individual student needs and continuous team building has enhanced the sense of community and well-being among pupils. Espoo’s proactive measures have not only addressed the learning deficits caused by the pandemic but also enhanced the overall school environment, promoting a supportive and inclusive community.
