National development tasks
2020–2023
The development task aims to promote compliance with the Act on Cultural Activities in Local Government in all Finnish municipalities. Yhteistuumin (“Culture together”) creates networks between municipal operators, shares information, facilitates peer learning and serves as a contact point for the development of cultural activities in municipalities. We look for and share good collaboration and operating models used in different parts of Finland. We collect information to promote the development of cultural activities in municipalities and make this information available to all.
The project is coordinated by the City of Espoo together with the cities of Rovaniemi and Turku. The other key partners include the Arts Promotion Centre Finland (Taike), the Association of Finnish Local and Regional Authorities, the Center for Cultural Policy Research Cupore and the Ministry of Education and Culture. Yhteistuumin coordinates the developer network of cultural activities in municipalities, including both national and regional development tasks funded by the Ministry of Education and Culture.
In addition to this website, we share information through our Yhteistuumin newsletter. We organise morning coffee events online as well as webinars. More information on our events is available on this website. Visits to municipalities are an essential part of our activities. These visits are intended for the cultural professionals working for municipalities, allowing participants to learn more about interesting themes and good practices in different parts of Finland.

2021–2023
The aim of the KULTTI project is to strengthen the provision of information and the knowledge base related to municipalities’ cultural activities, to increase knowledge management and strategic competence both nationally and in municipalities and to promote cooperation between municipalities in providing information and developing services.
The main aim of the project is to create an information-based solution for cultural activities in municipalities – a digital tool containing financial and operational information on municipalities’ cultural activities, all on a single platform. During the project period, the first version of the technical platform will be developed and a pilot project will be carried out to test the functioning of the electronic information collection and reporting system on the platform.
The KULTTI project is being carried out by the Association of Finnish Local and Regional Authorities and the Center for Cultural Policy Research Cupore. Municipalities are important stakeholders in the implementation of the project.

In addition to the national development task, the Ministry of Education and Culture sets regional development tasks aimed at promoting equal access to and diverse use of culture and art among various population groups and creating the preconditions for artistic work and activities in different parts of Finland.

Regional Council of South Ostrobothnia
The project will strengthen the competence of cultural operators in the municipalities of South Ostrobothnia through mentoring and create a regional operating model for cultural intermediaries.

City of Jyväskylä
The project will develop art and cultural services for young people (15–20 years of age) in the region of Central Finland through inclusion. Young people will be involved in each phase of the project from planning to implementation and assessment.

The main focus of the regional development task is on North Savo, where the cooperation among the region’s cultural operators and the cultural competence of municipal employees will be developed in accordance with needs expressed by the cultural operators.

The Regional Council of Central Ostrobothnia
The aim of the project is to create in the region multidisciplinary cooperation networks that develop and maintain cultural production and art clusters, among other things. The needs and expectations of different cultural service users and residents who do not currently use cultural services are identified and corresponding cultural supply is produced for the use of, for example, municipal education and cultural services and social and health services.
Another aim is to create in the region operating models to allow various public sector actors, including the regional council, municipalities, cultural institutions, social and health service providers, creative sector entrepreneurs and third sector operators, to cooperate closely with one other and improve the supply, quality, accessibility and financial situation of cultural and artistic services. Improving the region’s preconditions for artistic work, activities and creative economy and increasing their appreciation is another goal.

The City of Tampere
The Kulttuuri ja taide virtaa (Culture and art flows) project will be implemented in cooperation with 14 Pirkanmaa region municipalities. The aim of the project is to find ways of creating preconditions for professional artistic work and activities through interregional cooperation. The project aims at developing a regional mediator model that promotes the work, networking and competence of various artists and cultural operators as well as an online platform and a range of services supporting this goal.

Regional Council of Southwest Finland
The “Varsinaista kulttuuria” project covers all municipalities in Southwest Finland, and its activities can be divided into three areas: collaboration, co-learning, and sharing knowledge and developing operating models for the future. The project includes experiments, such as employing regional artists and trying out new operating models based on the needs of municipalities, for example joint acquisitions or tours. Stakeholder workshops and more specified theme groups are used for co-learning and knowledge-sharing.
The target group of the “Varsinaista kulttuuria” development task comprises the region’s municipal office-holders and employees who work in the cultural sector, as well as cultural networks, art professionals, and operators providing cultural services for municipalities. The municipalities have prepared the development task in close cooperation focusing on themes with which they need help.

Regional Council of Kainuu
The main goal of the Cultural Kainuu project is to strengthen the cooperation of cultural actors in the Kainuu region and to promote the development of common operating and production methods. The aim is to increase the availability and accessibility of art and culture in Kainuu, to promote inclusion and participation among people in Kainuu, and to strengthen the vitality of culture in the region.
The project supports the renewal of the cultural field, creates new opportunities in various fields of art and culture, and creates new openings for event production, the participation of municipal residents and the visibility of culture in Kainuu. The Cultural Kainuu project is supported by the Kainuu cultural programme for 2022–2025.

Center for Cultural Policy Research Cupore
In 2022 and 2023, the Center for Cultural Policy Research Cupore will implement a regional development task set by the Ministry of Education and Culture. The development task focuses on regional art museums as part of municipalities’ cultural activities and their interaction with professional and amateur artists. The project examines how regional art museums support municipalities’ cultural activities. The project also aims to develop operating models to promote the implementation of municipal cultural activities, in particular artistic work, artistic activities and accessibility, through regional art museums and to share information and good practices.
The project is carried out in cooperation with the Kemi Art Museum, the Kuopio Art Museum, the Pori Art Museum and the Union of Finnish Art Associations.

The Regional Council of North Karelia
The project promotes the accessibility of art and culture in North Karelia and adds to the participation, well-being and health of local residents through artistic and cultural activities. The project has been prepared in cooperation with the regional municipalities and Siun sote, and the aim is to create sustainable operating methods and a shared understanding of the operating principles related to cultural welfare in the region as well as the utilisation and production of artistic and cultural well-being services.
The Kulttuurista hyvinvointia Pohjois-Karjalaan (Cultural well-being in North Karelia) project will highlight practices that have already been proven and also pilot new ones. The project supports the establishment and entrenchment of the ongoing North Karelian cultural welfare plan as cooperation between various actors.
