Personal assistance for persons with disabilities
Personal assistance refers to necessary assistance provided to persons with disabilities. Assistance is available for daily activities, work and studies, hobbies, civic participation and maintaining social interaction. The need for assistance must be caused by issues other than age-related illnesses and functional limitations. Personal assistance does not cover a client's need for assistance that mainly requires care, treatment and supervision. Personal assistance does not replace home care services.
Before submitting your application, we recommend that you use the Omaolo service to carry out a self-assessment of your right to personal assistance. Go to the Omaolo website(extrernal link) (in Finnish).
The service may be organised in three different ways:
- You can act as the employer of your assistant.
- You can order assistance with a service voucher from service voucher providers approved by the city.
- You can let the city order and choose the assistance you need as an outsourced service.
It is possible to combine the above methods with each other and with other forms of service and support. The person with disabilities acts in a supervisory position in relation to their personal assistant.
