Covid certificate for vaccinations abroad

As a rule, Covid certificates are issued by the country where one was vaccinated. In Espoo, the EU Digital COVID Certificate (i.e. Covid passport) is available to people whose municipality of residence is Espoo or who are for some other reason staying in Espoo for a long period of time.

A group of countries have agreed on the interoperability of Covid certificates with the European Union. Digital Covid certificates issued by these countries are also accepted as Covid passports in Finland. Espoo will not issue certificates to persons from such non-EU countries that have made an agreement with the EU on the interoperability of digital Covid certificates.

How to submit an application

You can submit an application at a certificate printing point or send the required documents by post.

  • Visit a Covid certificate printing point. Bring with you the documents (originals) listed below.


  • Send copies of the original documents by post to: Infectious Disease Unit / Covid certificate, P.O. Box 202, 02070 City of Espoo.

After receiving your application, we will contact you as soon as possible to request additional information. If you do not respond to our request for additional information within four weeks, we will reject your application. Be prepared to provide the documents listed below during the application process.

Your application will either be accepted or rejected. If your application is accepted, we will mail a paper version of your Covid certificate to you and you can also download it online through My Kanta Pages. If your application is rejected, you will receive a written decision and appeal instructions by post.

If you want an EU Covid certificate based on vaccination, you need to provide the following documents:

  • Identity document
  • Possible proof of your long-term stay in Espoo (residence permit or similar document)
  • Vaccination certificate issued by the country where you were vaccinated. The certificate must contain the following information:
    • the vaccinated person’s name and date of birth
    • name of the vaccine administered
    • place and date of issue of the certificate
    • the signature and stamp of the person who administered the vaccine, or similar validation
    • The certificate or its certified translation must be in Finnish, Swedish or English.

An EU Covid certificate is only issued for vaccines for which the European Commission has granted a marketing authorisation or which are on the emergency use list of the World Health Organisation (WHO).

Please note that, for example, Sputnik is not among the accepted vaccines.
