Effective Master Plans

The purpose of a master plan is to provide general guidelines for the urban structure and land use in a municipality or its part as well as arrange utilities so that they function well together. A master plan can also be prepared to guide land use and construction in a given area.

The master plan outlines the principles underlying the desired development and demonstrates the necessary areas that provide the basis for detailed land use planning, other planning and construction as well as land use itself.

A master plan can also be prepared in stages or sections.

A master plan serves as a guideline when preparing and editing the town plan as well as when undertaking other measures to decide on the use of given areas.

The majority of Espoo is covered by a legally effective master plan. The legally effective master plans are the master plan for the southern parts of Espoo (effective as from 2010), master plan I for the northern parts of Espoo (effective as from 1997) and master plan II for the northern parts of Espoo (effective as from 2001).

Insofar as a legally effective master plan does not exist, town planning is regulated by the following component master plans:

- Component Master Plan of Central Park I (effective as from 1999)

- Component Master Plan of Central Park II (effective as from 2006)

- Component Master Plan of Soukanniemi–Suvisaaristo (effective as from 1989)

- Component Master Plan of Henttaa (effective as from 1991)

- Component Master Plan of Skataholmen–Svartholmen–Braskarna (effective as from 2007)

- Component Master Plan of Blominmäki (effective as from 2015)

- Component Master Plan of Finnoo (effective as from 2018)

- Component Master Plan of Kera (effective as from 2018)

The Regional Land Use Plan also guides town planning in areas that are not included in the legally effective master or component master plans. The component master plan projects that are currently under preparation can be found on the page about Pending Master Plans.
