To submit a notification as a private person

The notification can be submitted by anyone who is concerned about the life situation of another person. Based on your notification, social service professionals will assess what sort of help can be offered to the person or family in their situation in life.

  • If you know the personal identity code of the person who needs help, please click the “Go to web service” button above and fill in the electronic notofication form.
  • If you do not know the personal identity code, please fill in a printable form (pdf, 117 Kt) and post or fax it to the Adult Social Work office of Espoo. Contact information is located at the bottom of the form.

To submit a notification as a person who is bound by the contact obligation (Section 35 of the Social Welfare Act)

Persons bound by the contact obligation include health care professionals, social welfare officers and those employed by the Social Services, Education Office, Sports Office, Early Childhood Education, Rescue Services, Emergency Services, Customs, Police, Criminal Sanctions Agency, Employment Office, Social Insurance Institution and Enforcement authorities. If you belong to one of the above-mentioned occupational groups and you have learned about someone whose need for help is obvious, you must direct them to seek social services.

You can submit the notification when the person in need of help gives his/her consent. If the person is obviously unable to care for themselves or for their health or safety, or if the best interest of a child so absolutely requires, you must immediately submit a notification even without consent. Secrecy regulations do not prevent submitting a notification.
