Notification of the need for social welfare services

Are you concerned about the life management, substance abuse or livelihood of someone you know or someone who is your client? Are you concerned about the welfare of their children? If yes, please contact the Social Services of the City of Espoo. Based on the information you give, social service professionals will assess what kind of help they could offer to the person or the family.

You can use this service if the person who needs help has not given you permission to contact Social Services. If the person has given their consent, use this service instead: Contact social welfare services

Notify us as a private person

The notification can be submitted by anyone who is concerned about the situation of another person. Based on the information you give, social service professionals will assess what kind of help they could offer to the person or the family.

  • If you know the personal identity code of the person who needs help, click the “Go to web service” button above and fill in the notification form. The service does not work on the Internet Explorer browser. Use Chrome, Firefox or Safari instead.
  • If you do not know the personal identity code, fill in a printable form (pdf, 117 Kt) and post or fax it to the Adult Social Work office of Espoo. The contact information is at the bottom of the form.

Notify us as a person bound by an obligation to notify authorities (Social Welfare Act, section 35)

Health care professionals, social welfare officers and employees of social services, education services, sports services, early childhood education, fire and rescue services, the Emergency Response Centre Administration, Customs, the Police, the Criminal Sanctions Agency, an employment and economic development authority, the Social Insurance Institution of Finland or an enforcement authority have an obligation to notify other authorities of a person’s need for social welfare services. If you belong to the professional groups mentioned above and have, in the course of your work, become aware of a person with an obvious need for social welfare services, you must direct the person to seek social services.

If the person is obviously unable to care for their own welfare, health or safety, or if this is absolutely necessary in the interests of a child, you must immediately report the need for social services, even without the person’s consent and regardless of provisions on confidentiality.
