The City of Espoo’s digital agenda is a program which puts The Espoo Story into practise. Through the agenda we promote the digitalisation of municipal services, utilisation of new technology, bringing services online and adoption of new operating methods.

The need for digitalisation always starts with the needs of the activities. We seek better profitability and cost-efficiency for municipal services and administration through digitalisation. We also want to create even more convenient and comprehensive services for our different customer segments.

We implement the digital strategy through experimentations ranging from a few months to half a year. In the experimentations, we test product or service ideas and develop them with the company and customers based on experience and in the spirit of co-creation. The experimentations provide information quickly about whether the tested service would have users, function as a part of Espoo services and produce benefit for the city and clients.

Digital Agenda experiments are our way to identify well-functioning solutions that exist in the market, to respond to the future needs of the core services in our growing city. We carry out experiments to discover solutions that can be used in many different services, with different client and user groups.  

Digital experimentations are also a way to introduce new digital services to clients and employees and to establish experimental culture in Espoo. Ongoing digital experimentations are presented on the ongoing development page.

We strive to be as agile as possible when we carry out experiments, working together with companies and educational and research institutes. Our Digital Agenda experiments have, for example, boosted startups in Finland and internationally. Companies have given us highly positive feedback as their products and services have been developed further in cooperation with the city and its residents. Some of our experiments are research-oriented – this ensures that what we do also contributes to science.  

Espoo employees have found the Digital Agenda experiments beneficial because they reveal the effects that future solutions are expected to have on job descriptions and processes. They also facilitate the planning of acquisitions.
