The goal of the Component Master Plan of Blominmäki is to establish a regional bedrock water purification plant in the area and preserve the natural and recreational values of the region. In addition, the aim is to guarantee the ecological green link and the network of pedestrian and cycle routes between Pohjois-Espoo and Central Park. The plan takes into consideration the designed route of the Espoo–Salo rail link and an area reservation is indicated for it. The plan also considers the possibility to widen Ring III into a 2+2 lane road. In addition, the plan aims to specify the outlines of the residential and recreation areas on the southern side of Ring III for the further planning of the town plan draft of Näkinmetsä.
The key starting point for preparing the plan is the decision made by the Espoo City Council on 12 October, 2009, to move the wastewater treatment plant from Suomenoja and build a new plant in Blominmäki next to Ring III.
The planning area covers approximately 130 hectares. The area consists primarily of unbuilt, wooded land with a varying topography. The landscape is dominated by a landfill that has been used to dump excess soil. The planning area does not contain valuable landscapes or other areas with cultural and historical value. Ring III runs across the area from the east to the west, while from the north to the south there is an outdoor recreation route and an ecological link between the Central Park in Espoo and Nuuksio.
The area is primarily owned by the City of Espoo.
