The city has for sectors: Corporate Group Administration, Education and Cultural Services, Social and Health Services, Environment and Technical Services and Public Utilities Sector. These are ruled by city council, city board, committees and boards.
Some units are public utilities, all of which are in Public Utilities Sector, except for Premises Department in Environment and Technical Services. There are also separate balance units: Suurpelto, Tapiola and the funds.
Together with affiliated companies, foundations, joint municipal authorities and associated corporations the city proper forms a corporate group.
